Professor B.S.Dhall was born on 8 Nov. 1953 at Banbhaura in Panjab, the
richest Province of India. He is the second son of Joginder Singh Dhall, an
ex-airman and Gurbachan Kaur,a retired academician . He has three brothers
and a sister, all businesspersons (builders).
He started his career as a translator in the Punjab and Haryana High Court
at Chandigarh. He, thereafter, went in for higher studies and completed M.A.
in Political Science in 1979 from Punjabi University, Patiala and Ph.D. (Unesco)
in 1986 .Having clarified the concepts of Education, thus, he got B. Ed. in
1995 And M. Ed. in 1999. |

He
has worked as the Principal of two Convent Schools, as Professor in two
colleges and as the Director of BRC Institute of Computer Sciences,
Lucknow.
He has worked
in the Centre for the Study of Geo-Politics,
Panjab
University,
Chandigarh. He has
trained police officers at the Panjab
Police
Academy, Phillaur. He
has worked as a journalist too. He has delivered visiting lectures abroad.
He is the Founding Member of the
Society for the Study of Geo-Politics and Indian Institute of Romani Studies. He
has worked as an Associate Editor of ROMA, an international research journal on
Gypsies. He has done research on the Indian Ocean-Antarctica, Andamans and
Nicobars, Nepal, Bhutan, Punjab, Kashmir, Himachal Pradesh, Haryana -based on
extensive fieldwork. He has worked on UGC Projects on 8th Lok Sabha and 10th Lok
Sabha elections. He has repeatedly predicted the outcome of the elections
accurately. He has published 25 research articles and the books: LEGAL
PLURALISM: A Study of Punjab; GEOPOLITICS OFANDAMANS AND NICOBARS; and
co-authored COMMUNALIASATION OF POLITICS –two books on the British Panjab and
the Indian Punjab are ready for publication. He has written the text of the
Website for Punjab Communication Centre, Chandigarh. Recently he has worked on
two WHO projects on Reproductive, Child Health and Use of Contraceptives, and on
a Unesco project Village India.
He has been the Honorary Director of National Rehabilitation Institute that
would soon have its own portal & the homes for the victims of domestic violence.
At present, he is the Director-General of ANGELS INTERNATIONAL, an NGO
in-the-making, and is writing a book on Cyber-Law, co-authored by the Chairman
of the Punjab and Haryana Bar Council, Chandigarh, Dr. Anmol Ratan Singh Sidhu.
He is presently preoccupied, along with his elder brother, in handling the
affairs of the www.starofcity.com, a New Year gift to the hapless and the
helpless from the family of scholars and businesspersons (THE DHALL FAMILY). The
family has also given another gift to the region in the form of Stars of City
e-commerce Club (SOCCOM). The family is also going to create an investment club
and self-employment schemes in the Star cities all over India and in all the
provinces. The idea is likely to spill over into other countries of the world.
Prof. Dhall has a deep interest in social work and cultural activities. As a
hobby, he has been coaching ICS candidates and about fifty of his students are
IAS, IPS officers spread over throughout the country. Political parties and
interest groups frequently consult him. He has been the advisor of many a
student bodies and, at present, he is the Advisor of All-India Raisikh,
Sirkiband and Mahatam organization. He is the Patron of United Cultures
(Registered) and Cultural Junction (Registered), both at Chandigarh. He has
organized many religious and cultural functions,including fashion shows, dance
competitions, plays, and Quiz Contests. He is frequently invited as the Chief
Guest to socio-cultural & religious functions. His hobbies are traveling, music,
and meeting all kinds of people. All these achievements have made him a famous
public man, social worker, author and philosopher. His last assignment was as
the Center Head Of ICFAI University. Now he is likely to be invited to take over
as the Principal & the honorary Executive director of Dhall Children School
which will certainly expand into a college & then a university only to globalise
the local Rajasthani Education, Science & Culture in line with the aims &
principles of Unesco that is the conscience of the UN.
